If you want to know where exactly is Engine.ini you could run this command in your CMD: dir Engine.ini /b/s. It will search for a file named "Engine.ini" recursively starting from the current directory. I suggest to run it in your user folder (C:\Users\<your username) first and then run it on the root of the drive if you can't find it.

At what resolution? I have a 3090 and a 5950x with 64GB of RAM. I play at 4k and i get good fps too. There are still stutters when i go from one area to the next. There are fps drops randomly as well. Not to mention that it crashes randomly sometimes when i pick up field pages

You should fully read what mods you install. Thats because of Ascendio.
HL has a massive memory leak and this is a small price to pay to work around it until its officially fixed.
Its emptying the textures from memory and will reload them when needed. Its not as bad on PC, but noticable on Steam Deck. Delete your Engine Ini and that will fix it, but you will lose out of the rest of the performance tweaks made; you might be able to just increase the texture streaming pool to help reduce it
