well depending on where you are in the game it's never gonna be a stable 60fps everywhere some parts of the game run really poorly and fps dips are normal there

Some tweaks to get a little better performance and less stuttering

Dude I get less then 30 fps in hogsmead with no stop stutters even sometime down to 11 or 10 fps I have a rtx 2080 ti I78700k and 32 gb of ram and the game is on a ssd

try that, and also make sure you using not too high settings. just go with the recommended settings for now and try the stutter fixes above

You should definitely watch Fullmetal alchemist. There are two versions of this anime. The original and "Brotherhood". It all has to do with the fact that at some point the anime that they were doing of the original phone that alchemist got ahead of the manga and had to write its original story for the second half. And brotherhood was made after the manga was completed. So watch the original Fullmetal alchemist first, because brotherhood kind of rushes through the first half of this series, where there are sections that occur in the original anime.
