1) Probably can be fixed in-game thro the settings, try lowering your graphics and disabling Vsync.
-Locking your FPS at 60 might also help, even if your pc can handle more, it's better to have constant good fps then unstable high-low(?) fps.

2) have you tried updating your graphic's driver? Maybe it's out of date?

3) Try running the benchmark, it should automatically set your settings for you to what you can handle

or 4) If you have only 8gb ram, that might be the issue, 10 or 16 would be recommended i think
