I want to add a little on this if it's okay. Shader compilations is not an exclusive thing to Win OS. It's also available on Vulkan API on other platforms and even OpenGL. and HLSL is not the only language for shaders. On Vulkan, devs use SPIR-V for Shaders. And GLSL for OpenGL. All platforms require Shaders to be compiled but consoles are different since they do download them precompiled with the game. There's a new extension for Vulkan too that eliminate the realtime compilations while playing which removes the stutters that are caused with that. Meaning it just compiles shaders that are not in the scene in the background even if it's not used for the future on the fly. It's very helpful for Linux since DXVK and VKD3D-Proton benefits from it greatly.
