There is a trick in upscaling and disabling raytracing

I managed to get the game working by setting upscaling to true and mode to nvdia_nis

raytracing is diabled and for upscaling I am using Amd fsr 2 quality instead of dlss 2

If you guys are using any tweaks within Engine.ini file for Hogwarts Legacy that involve StreamingPoolSize, try ensuring the command is "r.Streaming.UseFixedPoolSize=" instead of the commonly posted "r.Streaming.PoolSize=" if intending to limit the engine in terms of MBs of RAM. Fixed pool size command as I understand is for the fixed amount of RAM allowed to be used whereas the regular Pool size command is for a percentage of RAM allocated for use by engine. Example: "r.StreamingPoolSize=20" which is 20% of total GPU RAM compared to "r.Streaming.UseFixedPoolSize=4096" which is 4GB of VRAM allocated. I found the fixed command worked better for me but ive been seeing on forums everyone mentioning "r.StreamingPoolSize=" and then putting huge numbers which im not sure will do anything since its not the right end result. Just sharing thoughts i suppose

You need to extract them in in the root folder (Hogwarts Legacy)
