Steam support are definietly not lenient. Either you are under the time limit and you get the refund or you arent and they will not. Even if you didnt get to play the game from bugs or some glitch made it run in the background and ran your time up or basically any misfortune with the game and your time played.

But if those are the reasons wouldn't it be better to move to somd nordic countries ? Norway or Finland for example

Using the proper way to disable it works fine, no need for group policy.

Poor optimization can also lead to extemely long load times. Like you sit on the splash screens or caching shaders for like 5-10 minutes each time you load and then the game is not running well so you change some settings that require a restart of the game and then you do that same loading and the shader didnt actually cache since it's broken and you are forced to wait again and every time you might have to restart. Some people are tenacious and wont just give up trying to get a game to work.
