When i open hogwarts legacy it freezes in the title menu. I didnt change anything it was working yesterday. The only thing that changed was window defender deleted emp.dll file but i reinstalled it. Can anyone help?

Microsoft updated windows defender so now it false flags the crack on purpose, so you need to either disable it or put the game folder in the exceptions.

Since I applied update 4 the game is giving me low texture loading and performance problems again (which I had removed by editing the engine.ini file which remained as I left it) and when I start the game it no longer downloads shaders every time

It's not removed. It only does it once the first time the game is launched. This is exactly how it should work and not like the base version recompiling shaders during every game startup.

If you are on U3 you can delete your shader files. Launch the game and you will be greeted by a black screen (with music in the BG) wait 5-15mins or however long it takes and once the compilation is done you will be greeted with the title screen and every subsequent start up will be straight to title screen. No compilation needed.
