If it would help anyone, I was able to fix the problems with hogwarts Legacy on pc like this: from the invidia control panel I set high performance and shaders cache size to 10 GB. I installed the game on the main SSD (previously I kept it on an external HDD). I went to %localappdata%/Phoenix/Saves/Config/WindowsNoEditor and deleted the files Engine.ini (also from the backup folder I had) and gameusersettings.ini (I think that was what it was called.I started the game and set the graphics settings based on the benchmark and the visual settings to full screen, dlss quality, sharpen about 0.4 and exited.
In the engine ini file I replaced the following lines:
