The reason is because of exclusivity. Earlier games were exclusive to only people who play games, so because of the limited audience, the studios have to produce the best game possible. Nowadays games are slowly converting into services like cloud gaming, battle royals, etc. So Studios don't care about making the best because a particular game is going to sell anyways because of huge availability.

Too many people pre-order and it gives developers a free pass because they think people are willing to just put up with this if you vote with your wallet and you make the decision that you are fine with this then that's what developers will accept as viable.
