My point being at this resolution your processor matters much more than you think... Try higher resolution with lower in-game settings to aleviate the burdon from the CPU and max out the GPU, because you want it GPU bound imo.

Also capping the frame rate might help as well, but not in game, use RTSS

Desktop GPUs are too slow and expensive, games can be hardcoded to online and etc
