These are just the default settings, if you're using a VPN you should use the recommended VPN providers setting. If you use something like wire guard you may need to hop around a bit in order to find the best speeds or set up port forwarding to a server that is as close to your IRL location as possible. That way you get the best speed possible and don't have to worry about ISPs. The whole point of torrenting is seeding. The more peers the faster the download.
