The only thing that changes between a kinzhal and an iskander (the reference of the 'hypersonic' russian missile mentioned) is that the former is launched by an airplane.
The russian missiles that should really be a game changer (the Avangard or the zircon) have never been used in Ukraine and so far, since there are almost 0 proofs that they exist, they are just formidable on paper.
Considering also how much they cost (usually hypersonic weapons cost ~$150mln < x < $300mln), and how expensive is their development in terms of time and money, I doubt they'll have them
