I've watched a German documentary about Werwolves once where they interviewed actual former members. My memory is fuzzy but they admitted that it was mostly smoke and mirrors. But the Russians exaggerated it so they could exact revenge by killing people left and right or rounding them up for slave labor by the hundreds. One former member said that many of his non-member acquaintances were arrested while he went out dancing and chasing skirts every other evening.

The German guerrilla operations were always all talk no substance. They had a very memorable plan prior to the Battle of the Bulge where they'd dress in US uniforms and drive captured allied tanks (this is a huge war crime) in order to get behind enemy lines and sow chaos to make way for the offensive. While it did happen and the Allies got very paranoid as a result of it, the Germans had nowhere near the amount of English-speaking soldiers or captured vehicles the plan actually called for. So the end result it was a footnote.
