International support + ukranian armed forces is what they want to avoid. The ukranian armed forces would not exist in the second scenario.

Solid advice, only outdated by about 80 years. Unless some asshole leaves a hatch open while driving slowly through the neighborhood, Molotov cocktails are going to be a mild inconvenience to a tank.

Blowing off the tracks is solid advice, but handing out high explosives to random gopniks doesn't sound like much of plan either...
Probably the best thing they could do would be to show people how to build VBIEDs and get an assembly line of those going. When Russia actually launches a ground assault on the city there's no realistic way they could avoid every single parked car.
