This is actually and essential part of birria tacos, as you're supposed to fry up tortillas using the fat you skimmed off the top. Jack also mentions that he still has 3 hours to go with the broth, so he should be at a slow simmer stage. You skim the fat off well before this part.You also want to skim that stuff off the top, but that's effort and Jack doesn't do that.
Another thing to note is his broth is at a simmer that I'd personally not prefer, and I'd drop the heat a little to calm that shit down. This allows you to properly skim any fat that comes up, as a steady boil will push fat around to the bottom of the pot.
