No, the site does not actively allow it. What is there is there illegally and just needs to be reported. If you spent half as much time going after the producers of this content instead of third parties, bystanders, and middlemen you would have solved the problem already. If you want to speed up the removal of animal abuse content, report it. It will be found one way or another, but reporting it ensures it will be seen quicker and responded to.

You know there's a difference between possession and manufacture of this content right? I've been digging around today trying to find info on anyone related to distributing or creating these videos. Not sure how relevant these findings are or if they're legit but I'll document them here in case anyone's interested.
Looks fairly typical of the million pity clusterfuck. Horrible videos, weird phrasing, obsession with babies. If you click on their page reviews, there's two people complaining about BB Animal being animal abusers.

We can deduct a few things from this:
1. The page was created on the 17th of June this year before having a rebrand in September.
2. There are multiple admins, one is based in Thailand (IMPORTANT INFO.)
3. They're masquerading as a video games creator.

Their creation date is almost exactly one year before the creation of BB Animals. A little weird but easily passed off as coincidence. The admin's location is different than that of BB Animal. I couldn't find any other similarities, but there is a lot of content involving dogs on their page. This might mean something, it might not.
If anyone wants to follow this lead, the guy's email is in his FB about section. I did some searching on it & couldn't find much. Guessing it's a sad coincidence that he picked the same name as a monkeyfucker.
Looking at BB Animal's actual posts, I noticed that an account called 24h Monkeyis tagged. (all attempts I've made to archive this page have failed. If you're seeing this: PLEASE ARCHIVE 24H MONKEY)
This account's admin is also from Thailand, the page is also listed as video game creator, and has posts they're tagged in by BB Animal. The same person is probably running these two accounts. There's an address in the bio:
important point: 24h Monkey & BB Animal are listed as 'Creation Team' on their Facebook videos. This is a strong indication they may be the VOs.
If you put this address into Google, you get The Siam Hotel. I think there's a pretty high chance they're located somewhere in the area and have put the hotel in their bio because it's a nearby landmark.
If anyone's better at this shit than me, please have a look into 24h Monkey. I'd put money on someone here being able to find something valuable from it.
