D&D is actually quite easy, with the only complicated part being that of creating a character, but there are hundreds of videos out there about how to do so, or even using a premade character. I doubt Cyraxx has the ability to run a game properly, as it can be a bit tough to understand how to run a module (which is a game that's prepackaged in book format). However, there are better tabletop systems out there, such as GURPS, which uses a D6 system versus 5Es D20 system. If the game is spoon fed to chance, it's possible even he could understand it, as long as he is a player. Even the dice rolls are baby mode in terms of probability outcomes.I have to ask would this man be able to even understand D and D, unless it's spoon fed to him? Granted I'm not a genius or the brightest guy in the room, but even I have trouble understanding some of the intricacies of real table top RPGs, and I'm no 43.
Edit: Hit reply too early, but uh yeah. The other difficulty is actually making a compelling and fun story for players to play in. Considering Cyraxx hangs around other low IQ individuals, and he has no genuine creativity, he will just rip some anime off and change a few things around. Probably bastardizing the rules and ignoring the finer details.
