There are a lot of complex factors here where Scott is just coping with some parts, and not exactly lying with others. But I guess it's easier for him to conjure up a nigger boogeyman instead of go for the throat. (Hint: He never will. He's a needy corpo slave w/o a master, but he's too ruined to repurpose.)
The Dilbert show came during a time where adult animation was barely accepted in the USA, let alone on a major broadcast network. The Simpsons were an exception. King of the Hill was brave: what could have been a live action show is now so iconic, it cannot be imagined as such. The thing is that, those shows could have premiered on any network and done just as well: both of them were fearless and nuanced at the time while still enjoying the flexibility that animation could provide. Comic strip shows, at least in the USA, rarely do well. Both Simpsons and KotH had creators who had experience making small comics and animated shorts before getting a series, so they had a longer time to play with the medium. This was also during a time where anime was tiptoeing out of less niche corners, so you had more people becoming more open to the idea that animation was, once again (if you know your film history) not exclusively for kids. Still, shows with cartoony styles were taken as "Simpsons Clones" and could barely get past a pilot episode on "whiter" networks like ABC and NBC no matter how the plot and premise were.
Scott can "bLaMe tEh BlAcKs!!!1" (who do not run UPN) all that he wants for his own lack of damage control and just chalking it up to shit luck and being stuck under pandering executives, but this was also the same audience who allowed him to get a second season until it was moved behind a dogshit show no one even liked and likely went to bed on. I think if he would have stopped playing the blame game, he could have gotten Adult Swim to grab him like what happened w/Seth McFarlane when FOX kept fucking with Family Guy's time slot (which hurt the ratings) before just dropping it. This was actually during the same time period.
But that leads to my final point: The show wasn't even that good. It wasn't terrible, but I recall the pacing not always being that great. IIRC the boss and the dog carried the show. But, it didn't have to be. See, adult animation had little competition, but still had a hard time getting aired. Even with high ratings, it was always on life support at any given moment. You didn't want what might be your artistic magnum opus to get canned at the whims of someone just out to line their pockets. The medium was such a gamble that you could see a very good show get nixed mid-season all because the boomer execs were still convinced that cartoons were just for kids, or experiment too much with placement, but make the show itself take the L when their dabbling backfires. The real answer is that animation was expensive and they wanted to maximize profits, but that was their excuse.
Nothing was stopping Scott from having a second go on the internet, on his own w/his own royalties and maybe even some crowdfunding. Instead, he was too busy being a whiny, blamey bitch while quietly collecting his paychecks and being crazy on the internet. Sure, Scott; those wacky negroes did it again. Good luck, man.
