Men have bigger rib cages than women. A 42" band would suggest like a 38" chest if he did that old "add 4 inches to your underbust" approach, and 38" is a small in menswear sizing. Even if he used an up to date approach, a 42" chest is still only a men's large. A women's small is like a 32" bust, which is a men's XXS (and Rioley is definitely not an XXS).
Literally no idea how he arrived at the D cup idea though.

He's definitely claimed to be intersex, though he's never elaborated on how specifically since, spoiler alert: he made it the fuck up. He also claimed at some point back during his spergout about his futa surgery being cancelled that he has scarring in the area from a previous surgery, though I don't remember if he claimed it was specifically for his non-existent "condition".

Can't say I'm surprised, but his "apology" towards the convention, at least what he's willing to show of it, is anything but. All he says is that he's "healed," which is already dubiously worded to avoid responsibility, and that he wants to "clear things up," which says that he thinks a ban justified by his own actions is somehow a mistake on the convention's behalf that he needs to clarify.

It's hard to tell because of the photo quality, but I think it's one of those "flat" male chastity cages . There are types that basically fit over the glans – you just kind of ... smoosh the penis back into the torso (which isn't actually painful as long it's not erect), then lock the device in place.
