I don't think it was ever outright confirmed that the two were the same. The general idea was that because Red Panels and Stonetoss had similar themes, a similar artstyle, and covered a lot of the same topics (as well as drew certain types of characters in a similar way) it was obvious that the two were connected. Nothing really concrete though, at least until Stonetoss himself addressed the dox and then walked it back.

You now see people being openly antisemitic and racist when you usually needed to go to fringe websites or /pol/ to see it before.

This thread has never behaved as a lolcow thread. It's always been an appreciation and "in the hope he cows out" thread. It's not like going into the Tomlinson thread and defending his position that everyone making fun of him is going to enjoy prison.

This isn't the only example of such a thread. The Terry Davis thread was generally respectful of him even while he was alive and has been an active memorial thread since. And then you have harmless cows like Erik "Taz" Mokracek, who is generally treated gently. People actually would get mad if you went there and A-Logged him.
