Perhaps it doesn't have all the baggage that "lolicon" does and may make normalization of the concept easier to achieve since it is only "fictional pedophilia" and not total pedophilia.

If the terms "loli" or "shota" were used at all it would result in instant insult and mockery, this term doesn't have that stigma for now.
