If it were heroin I think it would have field tested positive for heroin. Heroin use is prolific in the states and I have a hard time imagining the police in his town, small as it may be, don't have field test kits for H on deck. I would wager that if it is an illegal substance, it something a little bit more exotic.

EDIT: It could also be something legal like kava or brown kratom or some gross shit like that.
