This is normal for organizations with Mandatory Reporters. They have an internal protocol. Reports go up the chain and come from the institution or a manager. Any actual interviews will go back to the witness. This is part of the protocol in order to protect the caregivers from violent nut bag parents. They aren't served with direct contact info for the witnesses in the warrant.

I kind of doubt the school/church has any real protocol. At the very least, they should be having the teacher write out the details/what was said in some form of document that's submitted to the pastor if it isn't be submitted directly. Second I own several guns and not a single one ever came with any spent brass from the factory. Magazines, chamber lock, instruction manuals, warranty card, and in some cases a cleaning kit, but an empty brass cartridge? Nope.

My HKs came with the first round fired from the factory. Though they came in a little brown envelope.
