Here's a link to the relevant section of Minn. Stat. § 13 (Government Data Practices) covering police body cam footage. Since body cam footage is considered either private or non-public, you need to get in under one of the exceptions in Subdivision 2.

Personally, I don't see any of them really being applicable. That means in order to get access to the body cam footage, it looks like a suit has to be brought under Subdivision 2 (g). That's going to be expensive and take a while.
