Some places really don't have the resources that they should have available for helping them escape. It'd be great if it was always available for them, but people in domestic violence situations don't always have a yellow brick road right there to get the fuck out when they'd like to get out. If your area does then that's great, but it's not the guaranteed resource that people take it for granted to be.

There is a domestic violence shelter literally less than a 15 minute drive from where they live that will also house their children. All I did to find it was search "Kandiyohi County domestic violence shelter". This is a county of 43,000 and yet they have their own shelter. Just like it's now basically impossible to starve to death in America unless you choose to because of all of the available food banks in every possible location, it's really accessible to get domestic violence resources in America if you actually choose to use them.
