I’m really hoping that they didn’t give the kid cocaine and the high reading is because of exposure over time building up. That could be from handling things with cocaine residue or touching things that previously touched other things with cocaine residue, and then eating with her hands or putting her fingers in her mouth as kids are wont to do. I also am intrigued by the theory upthread about swiping a finger through what looks like sugar. That’s all still horrific and literally toxic but it’s not as hellish as if they were actively giving her cocaine.

Given the way the document seems to have been produced, I would be surprised if the leaker/forger didn't do the following:

1. View the document in some PDF viewer
2. Take pictures with a phone camera at a bad angle
3. Have the photocopier combine all the images together into the one document

That would explain the cursor on screen and the splotches, especially if it's an older monitor. The splotches are on the same spot and intensity on all the pages, which could indicate that the monitor had some bad patches. A wet document wouldn't have that. This would also allow someone to exfiltrate a document from somewhere that disallows printing and logs saving of the document. This just shows up in the logs as a "view" despite the pictures, protecting whoever took the pictures (assuming enough people have viewed the document), and also removes any watermarking or fingerprinting.

Ricoh and other similar photocopiers can duplicate a document from a collection of images, and this document displays the classic Ricoh level of quality. Especially if the photocopier was set to "black and white" instead of "greyscale" to duplicate the images.
