Theyre just called ships.
The ships youre talking about are 100 ton behemoths that carry dozens of tons of cargo. Theyre absolutely massive, and their engines are similarly so. Theyre also built from the ground up, so attempting to replace existing engines in the new Liquid Natural gas (LNG) ships or steam/bunker ships is basically impossible in the way your thinking.

It also takes years to design and build a ship from the ground up, and most of the ships that deliver cargo are flagged in foreign ports, so mostly beholden to those laws. The ship that collapsed the bridge in baltimore is a good example. Different countries from the crew to the officers to the ship's owners. Ships can also last decades, and Im not confident people's attention spans can last that long.

You know what would fix the problem? A scale back on excess carbon from conglomerates, and sanctions on countries with very minimal (or no) evironmental protection laws.

At some point the only way to do that is to globalize a government or create an entity that regulates everyone equally. Companies that dodge evironmental regs will just keep moving to whatever new slave-labor country they can find.

This isnt taking into account the death toll inherent in regulation. As comfy as the US is, there ARE people that are a few bucks away from starving in a shitty third world country. It would depend on your own views on how empathetic you should be before you take action, but it must be considered.

Im no engineer, but I can safely say attempting to run an LNG engine on sodium and water wont work. Crude oil and steam engines might work, but I cant imagine for very long. Youre talking about an engine the size of a building that constantly shits itself if you look at it funny.
