I though the law said they were not presumptively public outside of the people depicted (unless it was a shooting). I thought it became public when it was presented as evidence at trial. Here's the states interpretation. I guess Kandiyohi could be different.

It really depends on the specific circumstances. It can be "confidential" even from the person on the bodycam footage while there's an active investigation. There's a lot of wiggle room.
From the responses to Null, though, they're at least currently acting as if it is within their discretion to release it, and they seem to have indicated they're doing so. This could just be stonewalling (they are not required to produce this and have a plethora of exemptions they could cite), but stonewalling more usually takes the form of simply refusing to respond at all until you take it to court.
I don't see that happening here. While I'd prefer they'd have acted like Texas did with the Riley getting busted video, there are actually good reasons for the delay here, and there is no point in getting mad at them.
tl;dr I think it's a public record, in the traditional common law sense, but as you said, it is not presumptively subject to disclosure, under a number of exemptions. I think they'd have cited one of those and simply refused to do it, though, if one applied, like the obvious one of there still being an open investigation.

Maybe Kayla has sobered up enough to realize what a shitstorm she's in and that Balldo Man does not have her best interests at heart, and could give not a single sweet flying fuck about his kids, and that White is a meme lawyer recommended by meme lawyer Barnes, and that if she goes down the White/Barnes path, she may never see her kids again.
