Because, outside of Ancient Greece and Rome, suffrage for an entire modern country wasn't really a thing, and if it was, there was always a nobility to fall back on, it's why it's called the American Experiment. If you win the election in race where only 20% of the potential voters vote it states "80% of the country does not think you are worth voting for or that you will not be effectual."
