Plus the rebels that have taken control of Syria likely aren't too interested in negotiating with the country who bombed them and killed their people on behalf of their enemy for the past 13 years, let alone allowing them to remain in control of the bases they used to bomb them.

It was only a week or so ago that the Russians responded to the mostly peaceful capture of Aleppo by bombing four hospitals at the same time, two of them in Aleppo.

Uganda is a surprising operator; they even operate Su-30s, which are maintained by Indians since Russia is tied up in Ukraine.

It will be interesting to see if the Russians get all their troops out now that the remaining bases are within manpad range. In theory, there is no real upside for the Rebels to massacre the Russians but since they aren't exactly the most disciplined bunch and ate russian air strikes for nine years they might not care. Either way, unlikely Russia can do anything about it now.
