Well lolicon is technically already illegal. Porn itself is legal as long as it isn't "obscene" in the eyes of the court, meaning CSAM, that shit. A targeted lolicon ban could work and not trip the courts. Also a amendment for a full porn ban is not happening in the current climate, and I doubt ever. That is equal to the probation on alcohol.
