No, it's the intentionally irritating sidekick character from famous/infamous chinese f2p video game genshin impact. The voice of the English one is notoriously screechy in a "not good and I want to murder you" kind of way at times, but it's gotten a bit less harsh on the ears as time has gone on. The VA has done pants on head retarded stuff like clam the character is canonically nonbinary because she has that weird speech gimmick some characters in media do where they talk in the third person for every other sentence. You don't see people claiming that shit about elmo or grug.

There's a running gag where in some dialogue trees you can just fucking insult her and call her emergency food and other shit like that.
