I assume he's using memantine which, like other NMDA agonists, is a neuroinhibitor, so it's going to be a downer by definition. It's not really used recreationally, though, so I can't find much documentation about the high. I've never seen a recreational case of it or any other anti-Alzheimer's medication in my career.
I wouldn't exactly call NMDA antagonists downers. They're more like sideways-and-inside-outers. Its not typically used recreationally, because its got a crazy long half life, and would leave you fucked up for days and days, but I have seen a handful of reports from, uhhh, supratherapeutic doses. Similarly, most classes of antiepileptics don't have potential for abuse, other than the benzodiazepines (I assume he's on these since everyone in the West is) and to a lesser extent the GABA-analogs (probably playing with Lyrica) They're various flavors of neuroinhibitor too, so more downers. The maintenance antiepileptics like Keppra, Depakote, and Lamictal aren't going to do anything fun.
Most drugs in these categories won't do anything but make you crash into slumber.

Like I have been stacking 600-900mg pregabalin, 20-50mg baclofen, 20-60mg dextroamphetamine and lots of alcohol + 10-20mg betablockers (propranolol) sometimes
And it's been like super chill
No issues so far
