I do like that the Judge specifically said that, since we've been getting annoyed that every time Russ fails to pay the sanction he somehow gets a new deadline further in the future with no punishment, so of course he'd just keep refusing to pay and asking again to get another extension, and it looks like Judge finally figured that out, so he concretely told Russ "No more delays after this one, next time it will cost you!"

But I still predict along with everyone else Russell will try something again.

I also love that District Judge David Barlow himself responded to Russell's request to Magistrate Judge Jared C. Bennett, because they've noticed Russ's "if mom says no ask dad" tactic and got ahead of it with a no from both of them. Imagine if all Russell's filings get a "and Dad says no too!"

I would say that the more hazardous it is to their health and well-being, the less likely they'd want to do it. To borrow your truck driver analogy, a driver can refuse to take hazardous chemical tankers (indeed, if they're not licensed to pull them then they legally can't.) Similarly, certain sex acts can harm the whore in question, so she might refuse to perform them.
