idk how it works, but I guess it's because Luxembourg is absolutely tiny. if it's per capita requirement was the same as a much larger state, such as Germany which has a .08% threshold, then Luxembourg would only require a few hundred votes to pass. so they up the per capita requirement so the total votes is still in the thousands, helping to ensure that they're not bothered with incredibly niche issues.
