He was stationed at Fort Eustis, a military base in Newport News, Virginia. Koegel was living at the home of a close friend who also worked at the base. The victim was his friend's daughter. On February 14, 2010, Koegel took the girl into a spare room of the house and sexually assaulted her. The girl told Koegel's wife who alerted the girl's parents.
