I'm honestly on the fence as to whether his autism or some sort of personality disorder is at play here when it comes to how he behaves in public. Maybe both?
His antics have a real "I understand that there are rules and what those rules are, but they shouldn't apply to me because I'm smarter/I'm better/I'm more morally sound/whatever" quality which seems more, I dunno, sociopathic than autistic.

Looking at both of their incidents at college:
Chris's goal was essentially innocent: he wanted a girlfriend. However, he was too autistic to understand the rules (both spoken and unspoken) that dictate the proper way to go about this. When Slaweel took his signs down and told him to knock it off, he was unable to parse it as anything beyond a conspiracy against autists or her hating the idea of love because he fundamentally did not understand what he had done that was wrong.
Skylar, on the other hand, has basically admitted he was trying to be a provocateur for no real other reason than to prove his moral/ethical/spiritual superiority and put actual effort (such as looking up statutes so he could post his lulzy legal disclaimer) into skirting a rule that he clearly understood. When confronted by staff, he understood why they did not want him to do what he was doing, but thought that he'd checkmated them from a legal standpoint and that they couldn't do shit to curb the behavior he knew they didn't like.
There's something inherently shitty and toxic about Skylar's behavior that wasn't really apparent in Chris's at the time.

Yeah he's a little more there and mean spirited than Chris was around his age. In scales of functioning for lowcows I believe Phil>Chris>Skylar though both Phil and Skylar have very agenda driven personalities.

Dude is like a better-groomed version of Jon Sweet. Who wants to bet he's going to keep obsessing over his college woes until he dies or goes to prison? I have to disagree. Skylar seems like a malicous, obnoxious little twat, but he seems intelligent enough to at least hold a job. Chris is able to produce something people are willing to pay for (even if it is out of irony), and has managed to keep he and his mom alive and relatively well.
Phil on the other hand produces absolutely nothing anyone wants even ironically. He does nothing but sits around fantasizing about us commiting home invasions, and being abused by the grandma looking troon he allows to take advantage of him. My ranking would go Skylar=Chris>Phil

I find the video he made telling. Listen to him repeat the rules oblivious to context, similarily to dev_catscratch. Check out the camera angle... Looking at the feet, much like he probably does in every conversation. I would say he is a textbook case of aspergers, and probably would be halfway normal if he hadnt been homeschooled. I guess his parents get to reap what they sowed. I for one look forward to observing his evolution to a listless neckbeard as puberty kicks in and his youthful optimism is sunk under the weight of these failures.
