I'm going to make a bold assumption, because, honestly, from Glip and Eevees patreons there wasn't a lot of money coming into the house to afford the cats and other expensive things they show off. Especially since Marl was supposedly there too as a mooch.

cognitive dysfunction has been linked to ADHD and can make simple tasks like showering, getting dressed, or brushing your teeth impossible. the brain just cant make the necessary synapses happen and it usually avoids the task (causing the lack of focus)
things arent IMPOSSIBLE to do (depending on how severe the mental disorder/illness is), but its also not just "lack of focus/can't sit for long periods of time"

There are a fuck ton of pharm discounts to lower the cost of his meds. Generic meds knock a chunk off the name brand cost, too. Some of the discount card peeps even mail the cards to you for free. Not living beyond your means really helps as well. In addition to, y'know, having a nonart job that's not dependant on your shitty reputation and attitude.
- If anything it's easier than before to get help with your meds, as most doctors will renew your scrip when the pharmacy contacts them regarding a refill. Not to mention the doc will probably know about some of those med discount cards I mentioned earlier.
But QQ more about it, I guess.
A lot of pharmacies won't fill any scheduled Rx (as in CII, etc) with a discount card. They'll refuse to fill the Rx without insurance. Insurance companies will prevent early fill of Rxes before ~30 days in order to prevent abuse. With Rx discount cards you could theoretically endlessly fill scheduled substances, since they don't keep track of your dosing schedule, and there's endless options of discount cards to cycle through anyway.
So Eevee is probably encountering a pharmacy cockblock where none in her area will fill for her without insurance (assuming she doesn't have it based on other's conjecture), and she probably either makes too much to qualify for medicaid, or doesn't fit the qualifications and / or the other options are too expensive.
