I'm aware of the songs being removed. You're link doesn't specify if there was ever an update released for the PS3 version of the game. Some links online say console disc versions are unaffected, some say console and PC are all affected. There is only this one vague comment about the ps3 in your link:

"That said, I'm extra curious now if disc copies of Grand Theft Auto IV for the Xbox 360 work on Xbox One X without the need for any update. If you're on PlayStation 3, oddly enough, Rockstar apparently sent out codes for the lost tunes as some sort of weird workaround."

I can't seem to find anyone talking about a Rockstar GTA4 music code, a PS3 update to GTA4 messing up the songs, or talking about any updates in 2018 or 2019 on the PS3 coinciding with the song removal update on PC. Probably because I'm one of the only people on earth playing GTA4 on a PS3 in 2019. For the time being I have been playing with my PS3 internet connection disabled as a precaution.

That was apparently a glitch on the BC team's end, the very next day they made a patch that removed the songs again.

It's amazing how much money they make off of Online, yet they can't be assed enough to renew the licenses for the older games. I get it, they're old and not played as often anymore, but how much can it honestly be to just renew the music? It can't be that expensive compared to the Shark Card revenue, and it would help better their image amongst the fanbase. Just throw us a freaking bone, Rockstar.

To be fair music right costs can skyrocket if the owner gets wind that the licensee made good money.

I get that, but they make shitloads of money off of GTA V and GTA Online. It can't be all that expensive for Rockstar.

Then again, I'm speaking as someone that doesn't like it when soundtracks are forced to get butchered, so what do I know?

Wait....what about the songs in GTAV...and the Switch port of Saints Row? Do those have licensing issues as well (yes I'm aware Rockstar and THQ are two different things)

No songs have been removed from either yet.
 
One good thing about Grand Theft Auto San Andreas on PC is that it has crazy modding capabilities. The only other PC game I know of that has more mods available for it is Minecraft. But there is so much potential in San Andreas, and damn did I waste ages on DYOM.

I had theorized that literally remaking San Andreas, the exact same, with only a scaled-up map and modern graphics, would be better than GTA V. It turns out that I was MORE THAN right, because even for $15 and the same shitty graphics and the same shitty small map, San Andreas is still better than GTA V. It holds up even to this very day and remains the greatest game ever created.

Yeah, really. San Andreas is exploding with life and content even by modern standards. I never would have guessed it would age so well back in '05.

A mod that swaps out CJ for Trevor Phillips, complete with a story rewrite and full voice acting to wedge him into the events of San Andreas would make for the best possible GTA game.

Can anyone confirm if Rockstar gimped the PS3 version of the GTAIV soundtrack?

I just picked up the complete edition for 3 bucks on PS3 to play the expansions and I'm worried it's gonna have the shit soundtrack update the PC version had. Should I keep my PS3 offline while I play?
To answer my own question and anyone else who is curious, the PS3 GTA4 'Complete Edition' (and I'm assuming other PS3 disc versions) has the original soundtrack if you turn off your internet connection. I also accidentally turned my internet connection on and it says there is an update when I start up the game but I always press 'no' and skip the update. I played through the entire 'The Lost and the Damned' and 'The Ballad of Gay Tony', and now I'm re-playing GTA4 and the original soundtrack is all there. Schweine by Glukoza plays in the intro and Ruslana DJing the Vladivostok radio station.

I'm curious about if the PS3 update has any performance increases, fixes, etc but I don't want to risk getting the gimped soundtrack that I won't be able to undo. It really kills the experience and it's like a whole other game.

If you buy GTA4 on Steam make sure you install the mod that fixes the soundtrack. (The introduction is slightly different but for the rest of the game the original soundtrack & thus the experience is how it should be).

Playing The Lost and the Damned and seeing what they did with the Johnny Klebitz character in GTA5 really bothers me now. It doesn't really jive with how TLATD ends and his general character. Things can change of course and addiction does horrible things but he really has a quick stupid death.
