I'm totally confused regarding the restraining order that Brianna Wu allegedly issued against you. Is it real in any way? Did a judge actually approve of such a restraining order? If so, against whom was it issued, Jace Connor or Jan Rankowski?

Two possibilities:
1.) Brianna was #TYCED like the rest of us. She got a TRO on "Jace." Since there's no "Jace W. Connors" to serve court papers to, the case against him was thrown out.
2.) Brianna's in on it too, she printed a restraining order application online, got one of her graphic designers to make a fake stamp, and slapped a random signature on it.

So the real question is, was Brianna Wu in on this too?

It's a bit of both I believe. She just saw him as some harmless idiot she could exploit for publicity, so she faked a restraining order against him. Also notice that Jace's name is nowhere on the document.

It could just be an awesome bit of improv...or it could have been a bit of wallpaper mocked up since we didn't hear anything about a replacement monitor.
 
Was the slip-up done on purpose to attract interest in their Adult Swim show?

While shit happens, this seems too much of a coincidence to me. TV shows live off of ratings (political BS aside) and they've already generated a fanbase. The more eyeballs to the screen the more likely the show will stay on.
