i find the instant recharge on balista is pretty good at getting 2 shots in on him when he attacks
4 then a super shotgun should get him into glory kill
edit: this was on ultraviolence, but i believe phil is on "hurt me plenty" or the one below, which is insultingly easy, phil can spam punch a zombie and not suffer
