Luckily there aren't many kids in that part of SLC. There isn't anything residential for a couple of blocks and the homeless shelter is just a block and a half east of there. Its pretty much just junkies, transients and hobos. Phil will fit right in.

Those are supposed to be all the areas where ADF thinks the dude can watch him. Notice the little cameras around and the lines are on buildings. ADF is also saying that if the Dude is on the ground then ADF knows where to find him and that the dude's ability to photograph ADF without being seen is limited.
Too bad ADF does not know about some of the new tech out there that did not exist around the time of CWC's apex. You know like photographic drones.
That is right now we can cyberstalk Phil anywhere from the comfort of our own homes.
He also ignored a number of the other roofs in the area too. Does Phil not know how connected you are?! I mean you are @The Dude !!!

That semi circular building with the large rectangular section is the maintenance shop for Greyhound at the SLC Intermodal Hub. The Hub itself, where the station is, is just thirty yards to the south.
But, yeah, Filthy Phil ain't too bright. He won't know I'm there until his ugly mug is plastered all over the internet.
