Cause the people in power are incompetent in upholding the law. After all it is illegal to enter the US without proper documents, yet the government is all, "Let them come." Yet right now, the most important thing they are discussing about is who's responsible for the winter disaster in Texas. No one is responsible for that, because it happened so suddenly. But instead of coming up ways to be helpful, the government is trying to point fingers and blame someone.
