I swear Lucas’s life needs to be turned into a version of Monopoly I think somebody did that already. Pass go collect tard bux, land on public meltdown go to puzzle factory. Land on klinkerdagger, red lobster lose tard bux. Catch covid land in hotel, I guess that would be a chance card. Maybe multiple players are different versions of Lucas, the broke atheist piece, insult comic, Batman pajama’s Lucas etc.This is a more plain English description of the rule.

Generally, if you are in an institution, like a mental institution, you'd only be entitled to $30 a month.
It seems to imply you need something to maintain to qualify for this. Also you have to know this rule exists and submit paperwork in a timely manner. I'm sure a lot of people so nuts they're in a loony bin can manage to figure this out when I barely can and am not even sure if I'm right.
But I think being homeless doesn't qualify as a "home or living arrangement," since he's not going to lose it while he's in the laughing academy. He'll still be homeless when he leaves.
So I think he'd qualify for the $30 a month.
If he does qualify, it's not by having a "home," since he doesn't. It's if whatever he's doing qualifies as a "living arrangement."
