They can't actually force websites to do anything, and it leaves all the work to assess their overall risk to the administrators. They probably sent these emails to Facebook. Twitter, even Google. When the act was proposed it was under the guise of 'protecting children', and even when it passed in 2023 nothing appeared to come of it. A very similar thing occurred in 2017 when the government wanted to implement ID checks on porn websites, it was a mission that was far too ambitious and it was quietly killed off in 2019; although it's worth noting that it got mobile service providers to implement ID checks for adult websites so it was a partial success in getting companies to self-police, much like Ofcom might be trying to do now. The longer I've had to think on it, it's very likely happening now as a stunt to show some form of 'action' by the government and help contribute to a particular narrative pertaining to the Southport stabber, since they're trying to turn the problem of immigrants never integrating and being potential child-killing timebombs into a systematic problem with misogyny. Assuming the news media and government are in lockstep, it makes a certain kind of sense.
Here's an article by the BBC trying to conflate the Southport stabber with another guy who murdered his ex-girlfriend and had 10 (ten) whole videos of Andrew Tate in his youtube watch history.
