Couple pages late, slight powerlevel, I was a CO once upon a time, every rehab I ever interacted with (quite a few since I mostly dealt with minsec, that is to say, halfway houses) refused to even let people that were intoxicated "to the senses" in the doors, something to do with their insurance requirements and our state requiring this for the licensing?

Not sure on that one but that's just what I was told when I had to take people back to jail, where additional charges got stacked on them for possession and whatnot

This is so true. Forced rehab is a total waste of everyone's time. Unless you truly WANT to get clean rehab is worthless.
