Either write a book or don't. If you are already struggling and you haven't written a word of it then give up now because you will never finish. If you were never planning on writing a book then why are you trying to come up with a premise for one? Stick to something you're good at.
 
Hey, people had ideas like that in the early crypto/silk road days. The idea was betting on the day someone died, like a lottery of sorts. Someone might put one million bucks on X dying on the 24th of December 2090 so there's already a lot of money in that pot. Seems unlikely though, accidents happen, maybe YOU have a better guess on when that person will die and if you are right you will collect that money if you bet 1 crypto on a specific day and date. Guess where this is going... It's not an assassination market, it's shady gambling libertarian style!

"hitman for hire on the dark web" is a fantasy idea and the sites which exist for that are all scams.
real hitmen are rare and they generally only take jobs from close associates they trust, an organized crime family they work for for example.

As far as I can tell that is just bullshit and he only tried it once. He was a hitman that did the blast-and-dash thing in the crime ridden places but then he got busted trying to be fancy. He was waiting for his target in a more wealthy area and whitey called the police to say that a guy in a creepy old guy mask had been sitting for hours outside of a known criminals house.

As for the dark web; even people on Tor and I2P consider this type of subject matter to be "radioactive." Most dark-web chans, reddit clones, social media platforms, and hosting providers do not allow CP, terrorist, or hitman discussion. The few exceptions are usually unlisted Tor sites that are near impossible to find unless you know someone, who knows someone, etc. and are usually related to the "political extremism" side of things.
