Why couldn't they apparate from Harry's house, well for starters he wasn't of age yet and an Imperiused Thicknesse made it an imprisonable offence to connect the house to the Floo Network, place a Portkey here, or Apparate in or out. meaning they could be tracked. So yeah, they're not going to a place like the Burrow without anyone knowing. For someone who claimed to have read the books he clearly hasn't.

Writs (like, for example, writ of mandamus he is asking for) is an extremely extreme remedy. See, for example, The Clorox Company v. The United States District Court for the Northern District of California, 779 F.2d 517 (9th Cir. 1985) ("Mandamus is an extraordinary remedy and one that will be employed only in extreme situations"), or Calderon v. United States District Court for the Northern District of California, 134 F.3d 981 (9th Cir. 1998 ) ("The writs of mandamus and prohibition are drastic remedies, to be used only in extraordinary situations.").

This will, at best, piss off the judge, and at worst serve as more proof that he is a vexatious litigant

He's not going to retaliate for filing an "appeal" like this. It isn't really an appeal but a standalone action, but it's transparently obvious he's simply trying to disguise a frivolous interlocutory appeal as another kind of action. Since it's filed in Circuit Court, it would be up to them, but it certainly primes the pump for a vexatious litigant finding throughout the Circuit or even across the entire federal system.

I feel so teased with how close and yet how far we've been from a cow being declared a vexatious litigant.
