Okay, I did some more digging on my own, and let me try to make this thread more informative.
tl;dr - He's a washed up YouTuber who can't admit his 15 minutes of fame are up. Siggers apparently never got a job while he was young (life sucked for him even then), and was shocked when Youtube money alone couldn't pay the bills anymore. He used dark moments in his life to try to get pity, and money, from his audience, not realizing how badly this would hurt his image.
According to his Youtube Wiki page, he had a real hard life. Parents divorced, mom died, stepfather was cheating on his mother with the woman who called Siggers to tell him his mother died. Scumbag sister. Grandmother died. He dropped out of high school. High school friend died, one of his favorite teachers died, all around the same time he was getting popular with the "Black Man Angry at Toys R Us" video, and the Pokemon video. He put in the work that year on YouTube and tried to answer to every fan, and everything was happy for a while. Siggers got his own apartment and had his own bills to pay, which he did with YouTube alone. So, if you go by that page, he's kind of a poor soul, who still had some shit happen to him after he got popular (another girlfriend left him, whatever else it says there), but that's omitting some damning shit. I'm guessing the source of this life story is Siggers himself.
So what's that wiki page missing? Well, I found this page which tells me a bit about his rise and fall. Apparently, he had gotten the attention of Eminem, Dane Cook, and even got to meet and perform in front of Kevin Hart. Supposedly, he was making over 6 figures at 21 years old.
The fall of Dcigs began when YouTube changed its algorithm to discount invalid views. As a result, Siggers made less money out of YouTube since then. It apparently got so bad that he would constantly bitch about this in videos he literally called "Slogs" (video blog about his life) - the page also mentions that he could be seen getting taken to jail and evicted from his apartment in these Slogs. It also makes a mere mention of him addressing comments that get on his nerves.
What this doesn't mention, however is that Siggers would literally SCREAM at his fans. Or that time he chimped out so badly towards some people in a parking lot, that he got a taser, and threatened to run over a guy, and yelled at people with a megaphone. He even says in the same incriminating clip that he's the "craziest nigga in the world" and wants the other guy to hit him. "HIT ME! HIT ME!" he said, before cowardly backing away as the other guy feigned throwing a punch. The video also shows some of the childish screaming he did at his fans through videos ("HOW CAN YOU BE SO DISRESPECTFUL?!" in response to people watching, but not leaving comments), and also that time he said he needed a release, or he might "Sandy Hook" a school.
That same user made two more videos on Dcigs. Part 2 shows the good ol' days. "He wasn't always like this" basically. I'm summarizing this because, like I said, there's fluff in these videos.

In a deleted Slog video, he was talking to some guy simply known as "Coach" - who was a religious man trying to help Siggers, for whatever reason. Coach is in a car and tells Dcigs that he doesn't look good and to get in the car. Siggers talked about seeing God, and going up there, with no shoes on. He didn't believe in wearing shoes, suddenly, and this talk must have made Coach think Siggers wanted to kill himself. Coach then asks what's going on, and to turn off the camera - Siggers put down the camera, but kept filming, probably figuring he could score pity points out of this.
It's revealed by Siggers that he was in $4600 in debt, and he couldn't make rent. He then cried when bringing up his dead grandmother and said he can't do what he wants to do. Dcigs, once seen as a funny man on YouTube, killed that image with this. Funny thing, he said he doesn't spend much money on weed because he gets it for free for being "famous" - one of the comments in the video made me think that this was him indirectly saying that he's using the money donated by fans to get weed. Best part is that Coach and whoever he's with goes to a store, and even though Siggers got told to stay outside (he had no shoes on), he went in. Coach bought him some damn sandals and ointment for tooth pain, and even then, Siggers asked for more money. Apparently, he couldn't even buy some food or drinks, but he somehow had money for weed.
Really gets the noggin' joggin', huh? I guess this is why people are talking about him being a scammer. That, and according to another comment in that last link, Siggers went on some debate and said that he "no longer cares about money" - and somewhere else, he said he wanted to make millions so he could give back to his fans. We're at the point where no one in their right mind really believes this will happen, so I guess this is why some people are saying he's scamming his fans.
Another show of how fucked up Siggers got was when he said he wanted to stick his dick in her asshole. "Her" being a 17 year old girl, who he approached with the camera on. Like an autist, he asked "why you always covering your face?"
Finally, the video wraps up with some pretentious rant from Siggers where he talked about the religious concept of darkness, and basically tried to guilt the viewers into donating money, while giving some advice that he clearly doesn't follow.
