It's part of their "so adorable and feisty rawr uWu" furry persona bullshit. They try to emulate the speech and attitude of furry cartoon animals they likely watched growing up as children, which is also where many of them remained in terms of emotional development. So to them they're being adorable and playful like the cartoon characters, but to everyone else they just come off as cringy and creepy (which they are).

Ive dealt with situations like this one two or three occasions. LSD is a possibility, but I would say this is Amphetamine and quite a large amount. A lot of faggots tend to take Amphets when they do this gay shit, its one of the more common drugs in gay bars and fetish clubs. Each time its been Amphets, its been exactly like this.
